Bisphenol A (BPA) in the EU

The European Union has the world’s strictest BPA rules, and they keep getting tighter:

• Food Contact Materials (Regulation 10/2011 & amendments): Specific Migration Limit (SML) of just 0.05 mg/kg food (down from 0.6 mg/kg). Varnishes and coatings in cans banned since 2020; polycarbonate baby bottles banned since 2011.  
• Infant & toddler products: Complete ban in baby cups, bottles, and food containers for children under 3 years (2011 & 2018).  
• Thermal paper (receipts): Maximum 0.02% (200 ppm) since January 2020. One of the biggest hidden traps for importers of printers and POS systems.  
• Toys for under 3 years & mouthable toys: 0.04 mg/L migration limit under Toy Safety Directive.  
•  REACH SVHC: BPA is on the Candidate List and Authorization List trac. Future use will require expensive authorization or be phased out completely. 

Non-compliance is merciless: customs blocks entire containers, EU-wide recalls, fines up to 4–10% of global turnover, national sales bans, and permanent delisting by every major retailer. One can of soup or roll of thermal paper above the limit can cost millions and destroy your reputation overnight.

Major buyers now reject suppliers without third-party BPA migration reports and signed DoCs. Professional BPA testing, risk assessments, and reformulation support are the only way to stay legal.
